After determining that the voltage regulator was bad I ordered a replacement regulator from Ziller. When I replaced the regulator I was very careful to install the wiring to the new regulator in exactly the same way as the old one was wired. After installing the new regulator I fired up the generator using the manual start up. The generator started up and ran for a couple of seconds than shut down. No status lights or anything. After inspection I found that the 15 amp system fuse blew. I replaced the fuse in kind and started it up again and the fuse blew again.
Any Ideas?

Was it running fine before the VR swap out?
Check the VR wiring again. Here's the order for the connections on the VR (top down):
#11
#22
#4
#0
#6
#162
Look for pinched wires that may have happened during removal or re-installation.

Update:
The third 15 amp fuse held, the generator fired up. I metered the output at 89 volts. three minutes later the engine shut off and I could not get it to restart.

It was running fine before the swap out except for the fact that the output was 320 volts.

Go review your wires plugged into the voltage regulator. Sounds like you might have a wire loose.
Here is how they should be:
11
22
4
0
6
162

I checked the wiring and everything is as it should be. All terminal wire numbers check out with the schematics. . When I inspected the wiring the condition was as you would expect from a newer unit.

The last wire is marked 2 not 162
